CENTRAL REGION WATER BOARD

VACANCIES

Central Region Water Board is a statutory corporation legally mandated by the Waterworks Act No. 17 of 1995 to provide water and sanitation services in all towns and market centres in the central region except Lilongwe City.

Vacancy has arisen which the Board would like to fill immediately. Job and person specifications for the positions are as follows:

1. Projects Manager Grade CRWB 3

i. Key duties and responsibilities

a) Provides leadership in the implementation of Board’s water development projects.

b) In liaison with Corporate Planning Division, interpret projects’ scope of work, project documentation and project plans.

c) Provides independent advice on the management of projects and facilitates the Board’s projects implementation as planned.

d) Scrutinizes technical soundness of proposed water works and systems designs for either rehabilitation or new development projects such as pipes, pipe network, water pumps, intakes, tanks and related features.

e) Identifies the required technical approach to be used in project implementation programs and initiates the process of acquiring project implementation structures and resources.

f) Manages specialist consultants and contractors to implement projects where the Project unit cannot do it by itself and monitoring the contractors to ensure guidelines are maintained

g) Ensures effective communications and relationships between project beneficiaries, financiers and project team members are maintained at all time in terms of agreement to project objectives, representing the interests of both the Board and clients and makes sure that the aims of the projects are met.

h) Directs and supervises members of staff in the Projects Management Division, defines their responsibilities, administers performance management system and allocates them tasks to gain effective and efficient achievement of work programs.

ii.Qualification and experience

• Master’s Degree in Civil/Electrical/Mechanical/Water Engineering;

• Registered with the Malawi Board of Engineers (MBE);

• Five (5) successive years’ experience in management of complex water supply infrastructure projects;

2. COMMERCIAL SERVICES MANAGER (CRWB 3)

i.Key Duties and Responsibilities

i. Prepares business strategy for incorporation into the corporate strategic plans;

ii. Prepares consolidated revenue budgets for incorporation into annual performance management plans and budgets;

iii. Sets revenue generation and collection targets on a periodic basis (monthly, quarterly and annually)

iv. Oversees the commercial cycle, from the new connection applications, through post-paid process (meter reading, billing and collection) to prepaid process control and collection management;

v. Devises and controls the Revenue Protection Program in order to minimise non-technical losses (commercial losses)

vi. Manages the new connection applications process as a link between customer and the related divisions, ensuring the effective management and smooth process of the application;

vii. Oversees the process of customer service (payments, complaints, new connection applications) supported by Schemes/Zones, the call centre and other channels (website, email, social networks etc) contributing to customer satisfaction;

viii. Oversees the management of all the processes under the division through the establishment of standards, procedures and work processes

ix. Ensures that the development and implementation of Management Information Systems are adapted to the needs of the processes;

x. Monitors compliance with relevant legislation (Gazetted tariffs)

xi. Manages budgets and costs of all the activities of the division;

xii. Reports periodically (monthly, quarterly and annually) on the performance of the division (budgets vs actual targets)

xiii. Provides overall leadership of the commercial division and supervises and manages the performance and development of staff in the division in line with the organisations goals, objectives, policies and regulations;

xiv. Develops a departmental annual work plan and financial budget and monitor their implementation in line with the business plan;

xv. Coordinates with the Human Resources Division, the implementation pf policies, plans and people management processes.

xvi. Provide inputs to the Board reports

ii. Minimum qualifications and work experience

Education: Master’s Degree in Finance, Accountancy or Administration; Plus, Qualified/Chartered Accountant, Degree in Accounting or its equivalent

Experience: 10 years working experience of which 5 should be at Managerial level

Memberships: Must be a bonafide member of ICAM, ACCA and other bodies

Skills: Proficiency in the use of Microsoft packages and ERP

3. CORPORATE PLANNING MANAGER (CRWB 3)

i. Key duties and responsibilities

a) Provides leadership in the formulation of strategic and business plans including the setting of performance and service standards, development of programs and monitoring their implementation.

b) Develops and implements relevant performance management and reporting systems to track corporate performance and strategy implementation.

c) Makes input into policy formulation for the Board and Provides leadership in the formulation of medium to long term development policies and strategies.

d) Spearheads the generation of Board’s annual Revenue figures such as Gross Domestic Product to form the basis of its budget ceilings.

e) Ensures that the Board’s plans, programs and budgets are prepared and approved based on priorities and achieves value for money within the resources allocated to each Department/Division.

f) Ensures proper interpretation and forecasting of short term social economic shocks and their implications and effects on the Board in order to achieve sound economic management of the Board.

g) Evaluates service delivery of the Board in technical, financial and human terms from time to time and highlight areas of attention to top management in a timely manner and makes recommendations for improvement.

h) Identify and drive relevant organizational development programs and initiatives to drive organizational excellence by conducting appraisals and monitoring and evaluating operation systems, economic and financial impact of Board’s programs and regulatory policies.

i) Provides leadership in projects development and in assessing projects and programs based on viability and established policy and where necessary provides project management support to the Board’s project management Division.

j) Provides secretarial support for key management meetings and create strong working relationships with other departments/Divisions and organizations.

k) Directs and supervises members of staff in the Corporate Planning Division, defines their responsibilities, administers performance management system and allocates them tasks to gain effective and efficient achievement of work programs.

l) Participates in engaging potential Board Donors.

m) Coordinates Boards development and investment programs.

n) Attends various meetings with stakeholders to represent interests of the Board as required from time to time.

o) Attends to complaints and queries related to matters of his/her Division.

ii. Minimum Qualification and Experience

Master’s Degree in Engineering or Economics or Business Administration or Statistics or related field or its equivalent plus 4 years’ experience at Senior Engineer (Planning)/Senior Economist Level.

4. ELECTRO-MECHANICAL ENGINEER (EME) CRWB 4 (NON-ESTABLISHED)

i.Duties and Responsibilities

o Conceptualize, design and install electro-mechanical equipment for the Central Region Water Board.

o Participate with civil engineering section and other departments in design and construction of water supply projects and advise suitable solutions to efficient and robust electro-mechanical equipment.

o Undertake, review and / or supervise the preparation of construction estimates, schedules and budgets as required.

o Prepare and review reports and design documentation for mechanical/piping (electric control panels, pumps, pipelines, suction and discharge pipes, flow, level & pressure control equipment, pressure vessel, valves, reservoirs, transformers, gauges) works related to water supply according to standards and regulations for works being carried out by both local and international contractors and/ or consultants.

o Undertake technical reviews of drawings, product data, material samples, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals, contractors’ shop drawings and technical data to assure compliance with the requirements of contract packages.

o Ensure quality control for on-site equipment. Control of procedures applied for the storage and warehousing of the electromechanical systems.

o Oversee both site and off-site testing of electromechanical equipment to ensure that they comply to design specifications.

o Review contractors’ works schedules related to electromechanical installations to ensure that Quality Assurance (QA) procedures, safety and compliance to acceptable standards by manufacturers and other acclaimed international standards are followed without exceptions.

o Supervise works acceptance testing for all electro-mechanical equipment and assist in the issuance of works acceptance certificates.

o Undertake technical review of the User and Maintenance Manuals provided by contractors.

o Assess performance of all electro-mechanical equipment (pumps, gensets, electrical panels, solar panels, protections, controls, etc.) and provide solutions for improvement to ensure efficiency of operations.

o Design and implement remote monitoring and operational tools for all electro-mechanical works.

o Assist the Operations Section in the development of preventive maintenance schedules for all electro-mechanical equipment.

o Prepare projects progress and completion reports relating to all electromechanical installations.

ii.Qualifications and Experience

a. Bachelor`s Degree in Electro-mechanical /Mechanical/ Electrical or its equivalent.

b.At least Ten (10) years’ experience related to planning, design, installation and maintenance of electro-mechanical works for large installations.

c.Member of the Malawian Engineering Institution

d.Computer literate in Microsoft Word, Excel and Project. Knowledge of Computer-Aided Design software is an added advantage.

e.Ability to communicate technical knowledge in a clear and understandable manner.

5. PROJECT ACCOUNTANT (PJA) CRWB 4 (NON-ESTABLISHED)

i.Duties and Responsibilities

• Process payments that have been approved by the CEO or his representative to the Consultants, Contractors, Suppliers and other project related works

• Ensure steady cash flow by generating, auditing, and sending invoices in a timely manner.

• Update contracts according to client requirements and reporting associated budget amendments.

• Maintain general ledgers, manage cash flow, prepare financial statements and bank reconciliations for multiple development and construction projects.

• Keep records of all financial transactions.

• Monitor project expenditures to ensure that there are no cost overruns.

• Prepare project financial accounts for auditing purposes.

• Submit to Project Coordinator copies of documents for payments transacted.

• Ensure safe keeping of project performance guarantees.

• Prepare and maintain capital and fixed asset accounts, reporting, and schedules.

• Prepare monthly project reports and submitting them to Project Coordinator.

ii.Qualifications and Experience

a. Bachelor’s Degree in Accountancy or Finance and must be registered with Malawi Accountants Board

b. 8 years’ experience in financial management involving donor funded projects.

c. Certified Public Accountant (CPA) or Certified Management Accountant (CMA) would be advantageous.

d. Proficiency in electronic accounting systems, such as FINSYNC and Free Agent.

e. Ability to report to the Finance Manager and other project managers.

f. Advanced proficiency in managing general ledgers, journal entries, and account reconciliations.

g. Exceptional ability to prepare project budgets, financial forecasts, and tax reports.

h. Extensive experience in project invoicing and billing.

i. In-depth knowledge of best practices in accounting.

j. Intermediate or advanced expertise with Microsoft Office.

k. Excellent communication skills toward effective collaboration and client services.

6. COMMUNITY MOBILISATION OFFICER (CMO) CRWB 4 (NON-ESTABLISHED)

i.Duties and Responsibilities

• Assist Contractors to sensitize their workers on HIV/AIDS and other general issues;

• Coordinate and supervise the work of community mobilization teams in all the project field locations, including preparation and/or review of the terms of reference;

• Analyze collected information from the target locations and prepare summaries, briefing notes, implementation plans and roadmaps;

• Prepare and implement a coordinated response to the needs of the communities;

• Ensure awareness about project priorities, strategies and approaches;

• In collaboration with other teams (e.g. District Councils, M and E, Environmental and Social Safeguards, etc.), implement mobilization strategy guided by the project documents and strategy;

• Ensure that all the plans and indicators of the community mobilization team are realistically set and oversight their achievement;

• Ensure the integration of community mobilization activities into communication and advocacy campaigns and initiatives;

• Provide mentorship to the community mobilization field staff and to communities when it is needed;

• Ensure close and effective collaboration with all key stakeholders and ensure their active participation in all project activities and committees;

• Ensure community participation includes the most vulnerable and marginalized groups;

• Leads needs assessments in target areas to inform program development and implementation utilizing tools developed by the other project sections;

• Supervise the preparation of training plans for field teams, stakeholders or focal points;

• Promote the Project by providing substantive input for stories, articles and other PR activities in consultation with the Public Relations Manager for Central Region Water Board;

• Analyse ongoing experience for lessons learned, best practices, and shares with project management for use in knowledge sharing and planning future strategies;

• Contribute effectively to the regular project reports to submitted to the Project Manager;

• Perform other duties as required.

ii.Education and Experience

• Minimum of Bachelor’s degree in Public Administration or Political Science or Social Science or Law or International Relations or Business Administration or Community Development or relevant field.

• Minimum of 5 years relevant experience in public works and/or community mobilization or related area is required.

• Experience in community development, and civic engagement.

• Knowledge of local community development principles, trends, and policies in Malawi.

• Skills in Communication and People Management is required.

7.ENVIRONMENTAL AND SOCIAL SAFEGUARDS OFFICER (ESSO) CRWB 4 (NON-ESTABLISHED)

i.Duties and Responsibilities

• Prepare and/or update health, safety, social and environmental management plans, review them on a regular basis and keep them up to date at all times.

• Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected.

• Record and investigate incidents (including near misses) to determine the cause and to propose improvements to processes in the future.

• Ensure that all Health, Safety and Environment policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.

• Ensure contractors meet their statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting.

• Ensure that safety inspections, risk assessments, working procedures are managed, and contractors and employees are aware of their responsibilities in relation to health and safety issues.

• Mainstream ESMF into project operations and report on its implementation status to various stakeholders.

• Identify the potential environment and social safeguards issues in accordance with the relevant national and international regulation, and other donor safeguard policies and procedures.

• Ensure compliance with ESMP among project team, contractors, consultants and other stakeholders.

• Monitor ESMF implementation across all stages of project implementation.

• Develop safeguards reporting formats and maintaining environmental and social records on established formats.

• Develop procedures and guidelines on Environmental and Safeguard in accordance with safety, health and environmental principles

• Help contractors to understand and implement the concept of Occupational Health and Safety issues at their working environment

• Assess the potential adverse Environmental and Social impacts with guidelines for how to avoid, minimize or mitigate them

• Carry out relevant social and environmental surveys as well as developing initial Environmental and Social screening systems for CRWB developmental projects

• Support in integration of environmental, social and safety measures into contract documents

• Assess and ensure that compensation is paid to the Project Affected Persons

• Assisting the Project Manager in reporting on status of ESMP implementation

ii.Qualifications and Experience

• Bachelor degree or equivalent in Environmental Engineering or Public Health or Environmental Management or Environmental Sciences or Development Economics or related field;

• Must have a minimum of 5 years’ experience with regards to the designing, planning, implementing, supervising and reporting on construction or infrastructure projects;

• Must have experience drafting or reviewing Environmental-Social Impact Assessment/Screening reports including ones for water supply infrastructure projects;

• Experience in implementation of resettlement and livelihood restoration action plan will have an added advantage;

• Proficiency in English and Chichewa, both written and spoken

8. PROJECT QUANTITY SURVEYOR CRWB 4 (NON-ESTABLISHED)

i.Duties and Responsibilities

• Prepare cost estimates and budgets for construction projects.

• Conduct feasibility studies to determine project viability

• Manage project costs, including labor, materials, and equipment

• Advise Central Region Water Board on cost-saving measures and alternative materials for construction of projects.

• Identify and manage project risks related to changes in project scope.

• Prepare Bill of Quantities or specification documents for tendering purposes.

• Assist in preparation of tender documents and tender evaluation.

• Ensure compliance with construction regulations and safety standards on construction sites.

• Perform risk and value management and cost control;

• Monitor and keep track of project progress and take responsibility for the measurement and valuation of variations in the work during contracts, for agreement of interim payments and the final account.

• Carry out projection of estimated project or development expenditure and anticipated income cash flows.

• Undertake comparative cost studies on the economics of the project during design stage.

• Conduct Life-cycle costing and studies on economics of alternative design.

• Advise Central Region Water Board and the project team on legal matters and disputes related to project implementation.

• Valuate or audit contract claims for arbitrations litigation cases.

• Prepare and submit progress reports to the Project Manager.

ii.Qualifications and Experience

• Bachelor’s Degree in Quantity Surveying or Construction Technology or its equivalent.

• 5 years’ experience in taking –off, production of Bills of Quantities and taking measurements of completed works.

• Strong analytical and critical thinking skills.

• Adequate experience of construction estimating and/or finance.

• In-depth knowledge of construction and its principles and guidelines.

• Excellent negotiating skills.

• Good organizational skills.

• Well-developed verbal and written communication skills.

9.SCHEME MANAGER CRWB 5

i.Duties and responsibilities

• Takes charge of scheme water production and water supply programs, billing, revenue collection and the running of Board activities including implementation of the budget at scheme level.

• Plans, organizes, directs and guides scheme operations to ensure the achievement of intended Board objectives and targets.

• Coordinates the Management of water production, distribution of portable water and the collection of revenue in schemes within the scheme.

• Liaises with the Revenue Section in monitoring revenue collection exercises in the scheme.

• Follow up on long disconnected accounts.

• Carries out periodic survey within the Scheme/Water Supply Area to determine real customer base, and in the process act on faulty meters, illegal connections and any infringement contrary to the Board’s Bye-Laws.

• Monitors movement of materials for use in the scheme whose procurement shall be coordinated with relevant management, procurement and stores unit in accordance with the Procurement Act requirement and stores standards of the Board.

• Implements scheme infrastructure development programs.

• Provides feedback, training and other team development exercises to scheme staff.

• Evaluates records of leakages and faults within the scheme, and plans and implements programs of activities for the reduction of Non Revenue Water (NRW) OR Unaccounted for Water (UFW).

• Submits relevant periodic reports to the zone manager on the performance and operations of the scheme covering among other areas: Non Revenue Water collection; efficiency; rate of pipe bursts; New Water Connections; Administration etc.

• Attends various meetings with stakeholders to represent interests of the Board as required from time to time.

• Attends to complaints and queries related to matters of the scheme.

ii.Qualifications and experience

• Must possess a minimum of Bachelor Degree in Civil Engineering or Water Resources Management and Development.

• 3 years’ experience in water supply services operations at supervisory level.

10. PERSONAL SECRETARY GRADE I (CRWB 5)

i.Duties and responsibilities

• Takes dictation, transcription and composes correspondence for the CEO

• Handles telephone calls for the Executive Director’s office

• Deals with all incoming and outgoing email and post to the CEO

• Maintains the CEO’s appointment diary, including preparation of relevant papers for meetings and ensures that papers are/files for such meetings are complete and up to date

• Arranges appointments and engagements, and assists in planning the CEO’s Itinerary

• Makes and coordinates the CEO’s travel arrangements.

• Indexes the CEO’s business correspondence.

• Organizes the CEO’s office refreshments, wall charts, year planners, among others.

• Orients and inducts newly recruited secretaries

• Controls stationery and other office materials for the CEO’s office.

• Supplies and provides approved reference materials to stakeholders.

                 ii. Qualification and Experience

 Minimum of Diploma in Secretarial Studies or Shorthand Certificate of 120 words per minute plus at least 4 years’ practical experience in the relevant field.

11. STANDARDS COMPLIANCE OFFICERS (CRWB 6)

i. Key Roles and Responsibilities

a) Takes charge of work programs related to Bye Laws enforcement, water quality control and Environmental policies enforcement functions at zone level.

b) Plans, organizes and coordinates By-Laws Inspection programs in the Zone to minimize infringements.

c) Conducts civic education to consumers to ensure they are conversant with the By-Laws.

d) Attends to customer queries and complaints and assists them accordingly so as to maintain good customer relationship.

e) Enforces compliance of Bye-Laws in liaison with schemes’ Bye-Laws staff.

f) Inspecting household and institutional water supply fittings and installation and certifying their conformance to acceptance standards.

g) Ensuring that means of tracking down illegal connections in the Water Supply Areas are properly devised and applied.

h) Takes water quality laboratory tests and water audits to check compliance with set water standards and quality.

ii. Minimum qualification and experience

- Diploma in Plumbing plus Malawi Advanced Craft Certificate in Plumbing plus at least 3 years work experience in a similar job.

12. ADMINISTRATIVE ASSISTANT (CRWB 7)

i. Key Roles and Responsibilities

a) Takes dictation, transcription and composes correspondence for the Zone Manager.

b) Handles telephone calls for the Zone Manager’s office.

c) Keeps the Zone Managers diary.

d) Arranges appointments and engagements and assists in planning the Zone Manager itinerary.

e) Makes and coordinates Zone Manager’s travel arrangements.

f) Indexes Zone Manager’s business correspondence.

g) Reports to Zone Manager employee-welfare services issues as sickness and funerals

h) Typing and printing printed matter, reports, documents and binding them.

i) Organizes the Zone Manager’s office refreshments, wall charts year planners and services meetings among others.

j) Controls stationery and other office materials for the Zona Manager’s office.

k) Any other duties relevant to the job assigned from time to time.

ii. Minimum Qualifications and Work Experience

- Minimum of Diploma in Secretarial Studies plus at least 3 years’ practical experience in the relevant.

13.ACCOUNTS ASSISTANTS (Main Accounts) CRWB 8

i. Key duties and responsibilities

a) Processing payments including salaries and wages;

b) Reconciliations of creditors, General Ledger accounts and banks;

c) Preparing and posting of journal entries and transactions into the system;

d) Preparing creditors, debtors and fixed asset schedules, expenditure variance analysis and other reports;

e) Preparing tax returns, pension and monthly remittance to MRA;

f) Systematic Filing of financial information

g) Managing petty cash and other cash under charge

h) Providing documents and support for internal and external audits;

i) Participate in preparing audit schedules and attending to audit queries;

j) Implementing a system of accounting and financial controls that comply with Public Finance management policies and standards and financial regulations;

k) Compiling data for the preparations of financial statements;

l) Participating in the preparation of financial statements.

m) Any other duties assigned from time to time

III Minimum qualifications and experience

 Diploma Accounting, Administration or Commerce.

 At least 3 years’ work experience.

14.ZONE ELECTRICIANS (CRWB 8)

i. Key Roles and Responsibilities

a) Examines, repairs and services faulty motor or pump sets, boosters and hand tools or other electrical or mechanical equipment in the Zone.

b) Ensures the availability of spare parts in variety and quantities, adequate for ensuring continuous operation of all water systems in the Zone.

c) Follows up and establishes strategies to ensure maximum safety of generators; and electrical or mechanical water systems in the zone.

d) Manages all tasks of electrical or mechanical installation, generators and power maintenance in the zone.

e) Inspects plant machinery and makes recommendations to management for rectification of any anticipated machine failures or faults.

f) Ensures that rewound motors or other electrical equipment are tested before reinstallation.

g) Generates report to management for all maintenance activities.

h) Records and produces summery reports of equipment status and maintenance checklist, detailing any environmental issues whether related to installation modification.

i) Verifies standards and quality in the installation of new plant machinery or equipment done in the zone by other contractors.

j) Performs such other official duties that may be assigned from time to time by the high authority relevant to the post.

ii. Minimum qualifications and experience

- Malawi School Certificate of Education plus grade 1 City and Guilds certificate in Electrical or Diploma in Electrical.

15.WATER DISTRIBUTION ASSISTANTS (CRWB 9)

i. Key Roles and Responsibilities

a) Supervises junior staff in the water distribution section and allocates jobs to them besides evaluating their performance in carrying out their duties.

b) Monitors performance of water supply to water users from tank outlets.

c) Monitors water works bursts and blockages and reports them timely.

d) Takes timely remedial measures to rectify water works problems from tank outlets to users’ meter points to address water supply problems and discrepancies.

e) Conducts routine water supply performance tests to ensure optimum performance.

f) Timely assesses requirements for spare parts and new meters for water supply programs for requisitioning through water distribution supervisor.

g) Carries out minor and major maintenance of water works and repairs pipe bursts from tank outlets to water user meters.

h) Monitors the utilization of all materials brought for water systems to ensure they are properly utilized for intended jobs.

i) Carries out new connections and submits records of same to the commercial services division through the distribution section management.

j) Conducts routine water supply checks to users to ensure optimum performance.

k) Carries out stuck meter repairs and replacing unserviceable ones.

l) Compiles daily operational statistical data for submission to Management.

m) Prepares daily work reports for management.

n) Performs any other duties relevant to the post.

ii. Minimum qualifications and experience

- Good Malawi School Certificate of Education Plus Advanced Certificate in General Fitting or Plumbing or electrical plus at least 2 years work experience as Plant Operator.

16.CUSTOMER CARE ASSISTANTS (CRWB 9)

i. Key Roles and Responsibilities

a) Collects and compiles meter readings from water user meters for submission to Scheme Cashier in batches.

b) Sorting out and dispatches/distributes water bills.

c) Carries out disconnection exercises on overdue water accounts.

d) Conducts door to door sensitization campaigns on water usage and handles queries and complaints in the process.

e) Taking water supply audits to check f low and quality.

f) Performing any other duties relevant to the post.

ii. Minimum qualifications and experience

- Good Malawi School Certificate of Education.

17.PLANT OPERATORS (CRWB 9)

i. Key Roles and Responsibilities

a) Supervises Plant Assistants and allocates work to them and monitors their performance.

b) Mans water in-take, pumping plant, water treating plant and water tanks as per given work shifts and carries out water pumping and treatment activities.

c) Monitors tank water levels and tank performance for corrective measures to address discrepancies.

d) Conducts routine pump performance tests and power factor connection inspections for the pumping stations to ensure optimum performance

e) Carries out minor maintenance of water works up to tank areas.

f) Records daily operational statistical data.

g) Prepares daily work reports for management.

h) Performs any other duties relevant to the post.

ii. Minimum qualification and experience

18.STORES CLERKS (CRWB 9)

i. Key Duties and Responsibilities

a) Consolidates material estimates foe new water connections and development lines in the zone.

b) Requisitions items for acquisition upon request from user sections.

c) Receives goods on delivery from procurement Division and verifies that goods delivered are on good order, match with delivery notes and specification details appearing on both requisition orders and invoices.

d) Records stocks and updates bin cards and record registers in use.

e) Issues stocks to respective user Departments/Sections/Units.

f) Reconciles stocks accounts.

g) Alerts Management when re-order levels of stock items are reached and preparing routine reports.

ii. Minimum Qualifications and Work Experience

- MSCE plus a Diploma in Procurement and Supplies.

19.SECURITY SUPERVISORS (CRWB 10)

i. Purpose of the job

a) Advises management on the security matters in line with the Zone’s requirements from time to time.

b) In liaison with the security contractor, ensures efficiency of security of all Zone’s premises and property.

c) Prepares briefs and monthly reports including ad hoc reports for management on a regular basis.

d) Assists the Internal Audit Section in the investigation of fraudulent acts and/or theft by staff.

e) Ensures the enforcement of the catchment area Area/By-laws policy.

f) Participates in the preparation of the annual budget for the security unit.

g) Any other duties relevant to the post.

ii. Minimum Qualification and Work Experience

- A full Malawi Certificate of Education, and at least six months’ military or police training plus at least 3 years’ experience in a military or a police environment at an officer level or equivalent.

20.MESSENGERS (CRWB 11)

i. Key Roles and Responsibilities

a) Cleans offices and premises.

b) Posts and collects official mail at the post office.

c) Moves files from office to office.

d) Prepares and serves tea and refreshments for staff.

e) Carries out official errands to fetch and carry for the office.

f) Performs any other duties relevant to the post.

ii. Minimum qualification and experience

- At least Malawi School Certificate of Education.

21.PLANT ASSISTANTS (CRWB 12)

i. Key Responsibilities and Duties

a) Mans water in-take, pumping plant, water treating plant and water tanks as per given work shifts and carries out water pumping and treatment activities.

b) Repairs faulty or breakdown pumps, main pipes, tanks or any mechanical or electrical equipment.

c) Assists in routine pump performance tests and power factor connection inspections for the pumping stations to ensure optimum performance.

d) Monitors tank water levels, tank performance and then taking corrective measures to address discrepancies.

e) Checks regularly on plants and equipment to identify faults likely to occur and take corrective action.

f) Reports any critical machine or plant failure, pipe bursts and interrupted supply of water to supervisors.

g) Assists in routine pump performance tests and power factor connection inspections for the pumping stations to ensure optimum performance.

h) Carries out minor maintenance of water works up to tank areas.

i) Assists in trucking down of illegal connections.

j) Prepares daily work reports for management.

k) Performs any other duties relevant to the post.

ii. Minimum qualifications and experience

- Good Malawi School Certificate of Education Plus Advanced Certificate in General Fitting or electrical or mechanical or plumbing.

22. LABOURER - CRWB 12

i. Duties and responsibilities

a. Cleaning the offices and premises

b. Moving items from one office to another

c. Performs any other duties as assigned.

ii.Qualifications and experience

- MSCE plus two years’ experience
