Central Region Water Board is a statutory corporation legally mandated by the Waterworks Act No. 17 of 1995 to provide water and sanitation services in all towns and market centers in the central region except Lilongwe City
Applications are invited from suitably qualified and experienced persons to fill the following vacant positions within Central Region Water Board.
Commercial Services Manager - Grade CRWB 3
Key Duties and Responsibilities
a) Oversees operations of Commercial Services division to ensure it is effective and efficient in mobilizing resources from debtors and producing revenue returns on time.
b) Coordinates activities in the revenue division to ensure that all revenue is duly accounted for.
c) Prepares revenue reports as required and prepares final revenue accounts.
d) Plans and executes debt collection programmes to ensure that debts are chased and collected
e) Ensures proper cut off is adhered to on monthly basis.
f) Prepares revenue budget estimates and monitors their implementation to ensure that the Fund maximizes its available resources and conform to public financial management standards.
g) Provides timely response to audit queries on revenues to facilitate the production of audited final accounts each year.
h) Enforces appropriate revenue accounting procedures and reporting standards in the division to ensure that the Board’s revenue is properly accounted for.
i) Takes approved measures for meeting cash flow deficits.
j) Authorises Revenue transfers.
k) Oversees Deposits transactions to ensure they are deposited according to the established procedures.
l) Verifies journal vouchers to ensure they are prepared according to the required standard and appropriately authorized.
m) Oversees invoices, receipts, cash sales and inspection records from all depots in the country.
n) Properly accounts for revenues collected from sale of water in close liaison with Zone Managers and ensures such funds are banked and reconciliation performed regularly according to Government financial policies and procedures.
o) Participates in the preparations of annual budgets in conjunction with other department heads for approval by the relevant authority.
p) Carries out any related tasks that the Director of Finance and Administration may from time to time reasonably request
q) Any other duties relevant to the post as assigned from time to time.
3.1 Minimum qualifications and work experience
Master’s Degree in Finance, Accountancy or Administration; studying towards professional qualification –ACCA, CIMA, ACA. Plus, minimum of 4years in the field of finance and management accounting.
